# Making it rain: Why more and more countries are turning to cloud seeding. * Countries are increasingly embracing the controversial practice of cloud seeding as global water demand continues to rise. * Iran recently sprayed clouds with chemicals as part of a push to boost rainfall to tackle the country’s worst drought in decades, while India unsuccessfully experimented with cloud seeding to combat air pollution in Delhi. Augustus Doricko, CEO of Rainmaker, a California-based cloud seeding company, said there are two dynamics at play that seem to be rekindling people's interest in the technology — both in the U.S. and across the world. Yet, despite its name, Doricko said the company's cloud seeding projects are mostly designed to make it snow. "The other concept of why more countries may be embracing cloud seeding technologies is that it's currently one of the only options to enhance increasingly stressed localized water resources or help mitigate regional air pollution by using Earth's natural atmospheric systems as a viable water source," McDonough said.

LAS VEGAS (FOX5) — Nevada and Utah are using cloud seeding operations in attempts to stretch their natural water supplies through weather modification technology. The Desert Research Institute operates cloud seeding at strategic sites throughout the West, supported by state funding within Nevada. In 2023, the Nevada State Legislature unanimously passed funding for a statewide cloud seeding project, appropriating $1.2 million over two years to DRI. Researchers from the University of Utah and Utah State University are using laser-based technology to examine clouds and storm evolution with the goal of seeding storms and increasing winter snowpack. Long-term evaluations of cloud seeding programs suggest the technology makes a difference, showing “about a six to twelve percent increase in precipitation which may not sound like a lot but when you translate that over the course of a decade, that’s an additional half year to a year of snowpack,” explained Jonathan Jennings, a meteorologist with the Utah Division of Water Resources.

Weather modification has become "a vital project for the scientific development of atmospheric cloud and water resources, serving the country and benefiting the people", Li Jiming, director of China's Weather Modification Center, said at the time of the 2025 spring rain operation. In China, and globally, cloud seeding for both experiments and practical use is most commonly done in the mountains to produce snowpack, mainly as snow is easier to see and measure than rain. There's another problem with cloud seeding, though: scientists say China simply may not be producing the rain it says it is. "The problem with these cloud seeding programmes is that most of them are done by the government, like in China, like in the UAE," says Friedrich."But there's really very little independent analysis.". Scientists now fear that rising droughts worldwide due to climate change will fuel uptake of cloud seeding technology, but not the research needed to show when and where it works cost effectively.

## Planned Weather Modification through Cloud Seeding. One tool available for mitigating some of these weather impacts is planned weather modification through cloud seeding. Planned weather modification programs benefit from a comprehensive understanding of the physical processes responsible for desired modification effects. Recent improvements in the composition and techniques for dispersion of seeding agents, observational technology, numerical cloud models, and in physical understanding of cloud processes permit ever more detailed design and targeting of planned weather modification effects, and more accurate specification of the range of anticipated responses. Rigorous attention to evaluation of both operational and research programs is needed to help develop more effective procedures and to improve understanding of the effects of cloud seeding. Weather modification techniques other than cloud seeding have been used in various areas of the world for short periods of time to achieve goals similar to those of cloud seeding. 1)  Efforts should continue to improve understanding of the targeted cloud and precipitation processes in planned modification.

Weather modification is the deliberate intervention in the Earth's atmosphere to influence local weather conditions, typically through techniques like cloud seeding. Although cloud seeding technologies for purposes like augmenting precipitation, reducing hail damage, and dispersing fog are still developing, recent research in wintertime glaciogenic orographic cloud seeding has shown significant progress, demonstrating an evidence-based causal relationship for this specific method. Improvements in observational facilities providing measurements of key variables and advanced numerical modelling capabilities now permit a more detailed examination of the cloud and precipitation processes and offer new opportunities for advancing the science and practice of weather modification. In most cases of inadvertent weather modification as opposed to cloud seeding experiments, it is difficult, if not impossible, to determine and differentiate the type of particles that participate in mesoscale and cloud processes unless long-term measurements are available. The scientific status of weather modification continues to advance, yet it still reflects our limitations of the detailed understanding of cloud dynamics and microphysics and precipitation formation.

Most cloud seeding operations, including those run by DRI, use a compound called silver iodide (AgI) to aid in the formation of ice crystals. When storm systems move through one of our cloud seeding project areas, a solution containing a small amount of silver iodide is burned from ground-based generators or released from aircraft. Cloud seeding is used all over the world as a method for enhancing winter snowfall and increasing mountain snowpack, supplementing the natural water supply available to communities of the surrounding area. At a study site in the Snowy Mountains of New South Wales, Australia, a five-year cloud seeding project designed by DRI resulted in a 14 percent increase in snowfall across the project area.
