A better database of geoengineering operations that was easier for the public to navigate could go a long way toward dispelling that misinformation and improving oversight, said Karen Howard, the GAO’s director of science and technology assessment. “If people had a place to be referred to, where they could see, ‘Oh, this place in Idaho, they’re cloud seeding to try to increase the snow for a ski area,’ it would address what is actually occurring, and not what people imagine is occurring,” Howard said. “They don’t always accommodate the newer, emerging technologies like solar geoengineering,” Howard said. “So what submissions there are have errors or missing information, and there are a lot of missing reports that we know should be in there, but aren’t.” The forms, according to the report, “have remained virtually unchanged since 1974,” despite growing interest in solar geoengineering, and NOAA officials told the GAO that they make no effort to seek out unreported weather modification experiments.

Augustus Doricko, CEO of Rainmaker, a California-based cloud seeding company, said there are two dynamics at play that seem to be rekindling people's interest in the technology — both in the U.S. and across the world. Yet, despite its name, Doricko said the company's cloud seeding projects are mostly designed to make it snow. "The other concept of why more countries may be embracing cloud seeding technologies is that it's currently one of the only options to enhance increasingly stressed localized water resources or help mitigate regional air pollution by using Earth's natural atmospheric systems as a viable water source," McDonough said.

While the technique has been around for decades, interest has exploded in the past decade due to the decades-long megadrought plaguing the Western U.S., which houses important bodies of water, Garrett Cammans, president of North American Weather Consultants, one of the largest cloud seeding companies in the country, told ABC News. Solar geoengineering, which would involve pumping aerosols into the atmosphere to reflect sunlight, thus cooling Earth, has been a "controversial" topic in recent years, Paul Wennberg, a professor of atmospheric chemistry and environmental science and engineering at the California Institute of Technology, told ABC News. About a month after large amounts of sulfur gases are emitted from the volcano into Earth's upper atmosphere, the particles that form reflect away a small amount of sunlight, Wennberg said. Solar geoengineering, however, is not considered a viable solution in the long term because the particles will eventually leave the atmosphere and temperatures will return to normal, Wennberg said.

Weather modification is the deliberate intervention in the Earth's atmosphere to influence local weather conditions, typically through techniques like cloud seeding. Although cloud seeding technologies for purposes like augmenting precipitation, reducing hail damage, and dispersing fog are still developing, recent research in wintertime glaciogenic orographic cloud seeding has shown significant progress, demonstrating an evidence-based causal relationship for this specific method. Improvements in observational facilities providing measurements of key variables and advanced numerical modelling capabilities now permit a more detailed examination of the cloud and precipitation processes and offer new opportunities for advancing the science and practice of weather modification. In most cases of inadvertent weather modification as opposed to cloud seeding experiments, it is difficult, if not impossible, to determine and differentiate the type of particles that participate in mesoscale and cloud processes unless long-term measurements are available. The scientific status of weather modification continues to advance, yet it still reflects our limitations of the detailed understanding of cloud dynamics and microphysics and precipitation formation.
