# Making it rain: Why more and more countries are turning to cloud seeding. * Countries are increasingly embracing the controversial practice of cloud seeding as global water demand continues to rise. * Iran recently sprayed clouds with chemicals as part of a push to boost rainfall to tackle the country’s worst drought in decades, while India unsuccessfully experimented with cloud seeding to combat air pollution in Delhi. Augustus Doricko, CEO of Rainmaker, a California-based cloud seeding company, said there are two dynamics at play that seem to be rekindling people's interest in the technology — both in the U.S. and across the world. Yet, despite its name, Doricko said the company's cloud seeding projects are mostly designed to make it snow. "The other concept of why more countries may be embracing cloud seeding technologies is that it's currently one of the only options to enhance increasingly stressed localized water resources or help mitigate regional air pollution by using Earth's natural atmospheric systems as a viable water source," McDonough said.

A better database of geoengineering operations that was easier for the public to navigate could go a long way toward dispelling that misinformation and improving oversight, said Karen Howard, the GAO’s director of science and technology assessment. “If people had a place to be referred to, where they could see, ‘Oh, this place in Idaho, they’re cloud seeding to try to increase the snow for a ski area,’ it would address what is actually occurring, and not what people imagine is occurring,” Howard said. “They don’t always accommodate the newer, emerging technologies like solar geoengineering,” Howard said. “So what submissions there are have errors or missing information, and there are a lot of missing reports that we know should be in there, but aren’t.” The forms, according to the report, “have remained virtually unchanged since 1974,” despite growing interest in solar geoengineering, and NOAA officials told the GAO that they make no effort to seek out unreported weather modification experiments.

## Planned Weather Modification through Cloud Seeding. One tool available for mitigating some of these weather impacts is planned weather modification through cloud seeding. Planned weather modification programs benefit from a comprehensive understanding of the physical processes responsible for desired modification effects. Recent improvements in the composition and techniques for dispersion of seeding agents, observational technology, numerical cloud models, and in physical understanding of cloud processes permit ever more detailed design and targeting of planned weather modification effects, and more accurate specification of the range of anticipated responses. Rigorous attention to evaluation of both operational and research programs is needed to help develop more effective procedures and to improve understanding of the effects of cloud seeding. Weather modification techniques other than cloud seeding have been used in various areas of the world for short periods of time to achieve goals similar to those of cloud seeding. 1) Efforts should continue to improve understanding of the targeted cloud and precipitation processes in planned modification.
