Goals The information presented in this report is based on the latest available data (as of June 2025) on selected indicators in the global indicator framework1 for the Sustainable Development Goals. The global indicator framework is used to review progress at the global level and was developed by the Inter-Agency and Expert Group on SDG Indicators (IAEG-SDGs) and adopted by the General Assembly on 6 July 2017 (see resolution 71/313, annex). The choice of indicators used in the report does not [...] When the SDG monitoring framework was first established in 2016, only one third of indicators had good data coverage, and 39 per cent lacked internationally agreed methodologies. Today, almost 70 per cent have good coverage, and all 234 indicators now have well-established methodologies. SDG data availability shows encouraging overall progress between 2019 and 2025 but with persistent gaps in key areas. Goal 3 (Good health and well-being), Goal 6 (Clean water and sanitation), Goal 7 (Affordable [...] the report does not represent a prioritization of targets, since all goals and targets are equally important. The “SDG Extended Report 2025”, available online2, includes additional analysis, full references and expanded stories from custodian agencies that could not be included in the report due to space limitations. As described in the methodology section, indicator thresholds are set via a decision tree and are derived from several sources, including, where possible, SDG targets (or targets available in other international treaties), statistical methods (such as the mean value of top performers), science-backed targets (from academic literature) and input from experts and practitioners. One of the hallmarks of the SDG Index methodology is that it measures the distance from absolute quantitative targets that are applicable to all countries. Whereas other SDG monitoring instruments often measure relative progress, the SDG index establishes quantitative performance criteria that make it possible to assess whether the pace of progress is sufficient to meet predefined targets (Lafortune et al., 2020). [...] The SDG Index builds on a peer-reviewed, statistically audited, and transparent methodology (Lafortune et al., 2018; Papadimitriou et al., 2019; SchmidtTraub et al., 2017). Since 2016, the SDR has provided the most up-to-date data to track and rank the performance of all UN Member States on the SDGs. This year, more than 200,000 individual data points were used to produce 200+ country and regional SDG profiles. The report was written by a group of independent experts at the SDG Transformation Center, an initiative of the SDSN.

The University advances SDG 5 through interdisciplinary, evidence-led research that addresses structural inequalities and empowers women and girls worldwide. In 2025 we hosted the Women and Non-binary Doctoral Researchers in STEM (WoNDRS) conference, which brought together over 100 doctoral researchers from over 25 UK universities, fostering inclusive academic spaces and future research leadership (5.5, 5.6). The Feminist City Network continues to reimagine urban spaces through feminist [...] of habitats across the University using the UK Habitat methodology, the only approach compatible with Biodiversity Net Gain requirements. This evidence base will guide future action, targeting biodiversity gains in major capital developments and informing estates regimes to protect and enhance identified priority habitats (15.1, 15.5, 15.9, 15.a). Calculating the production of climate and gender data The production of climate and gender data is calculated using the SDG Data Availability Monitor (ETH Zurich, 2024), specifically the “Goal Expert” tab. Specific summary statistics for both gender and climate | 17 data are tabulated using the same methodology as previously applied. The Sustainable Development Goals (SDGs) provide a comprehensive framework for societal progress and planetary health. However, it remains unclear whether universal patterns exist in how nations pursue these goals and whether key development areas are being overlooked. Here, we apply the product space methodology, widely used in development economics, to construct an ‘SDG space of nations’. The SDG space models the relative performance and specialization patterns of 166 countries across 96 SDG [...] The SDR includes data from both official and unofficial sources. Most of the data come from international organizations which have extensive and rigorous data validation processes. The other data sources (around a third) come from household surveys, civil society organizations and networks, and peer-reviewed journals.
